Synopsis: Satirical comedy. Following a series of disturbances with the local dockyard workers, blunt northerner George Harrison is sent to be the governor of the Spanish-speaking Mediterranean island (and British colony) of Arista. He clashes with his own staff as well as with the workers, who refuse to listen to him and who keep going on strike and rioting. Eventually Harrison susses what lies behind the unquenchable unrest, and he hatches a plan to get himself a fair hearing and to govern effectively, as he hoped to.
